Coordination and partnerships

Effective implementation of this strategy will require the strengthened collaboration of local, national, regional and global partners. Both development and humanitarian actors are recognized as having critical roles in ensuring holistic approaches to managing displacement. The private sector has however largely been left out in this conversation in the region although they have a lot to offer especially in agricultural, financial and renewable energy sectors. The RS will act as the point of reference by the various actors in devising comprehensive action plans based on common policy and programming frameworks in the area of forced displacement and mixed migration in the HoA.

The established RPSC will guide the work of the RS with its membership drawn from the National Steering Committees of the IGAD Member States and the established Project Implementation Units (PIUs) as provided for in the Project Appraisal Document (PAD). Recognising the critical role of the refugee management agencies in the project countries, they will also be members of the RPSC. The terms of reference for the RPSC are annexed to this strategy.
